Allow Perm Vouchers to override ssn.​

Detailed description:

We should have the option of redeeming Perm Voucher while we have a Seasonal Voucher .
Idk for Ranks but it should be available to commands like Fly command .​

Reason(s):

Because if you obtain a perm rank voucher and u already have a seasonal one , then you aren't able to use it and you have to sell it for cheap .​

+1 yeah because many people have seasonal ranks and if we cant claim perm rank over ssnl, then i think there is NO use of opening vote crates !

but they need to remove perm ranks from godly keys and others and keep them for special keys only
