There are definitely key aspects to Pika-Network that are definitely pay to win however Pika-Network combatted it by adding things such as Vote Crates (to get VIP, Iron to buy ranks permanently etc), Vote Parties, Frequent Giveaways, Prizes for Top Players (Can be Non-Ranked Players too), Voting Rewards (Doesn't have too be ranked players) and all of those give Iron or some sort of prize like Giftcards etc for €20-€50 so mixed opinions I guess.

It depends on what you classify as 'pay to win'.

Paying undeniably provides an advantage, but it doesn't make you automatically win. Skilled players can oftentimes outperform donators. Also, some game modes are more 'pay to win' than others, so that should be kept in mind. Minigames have barely any 'pay to win' advantages (apart from kits and coin multipliers in SkyWars) while ranks matter a lot more on, for example, OP Prison and OP SkyBlock.

In conclusion, it's all about perspective.

It mostly depends in your gameplay because if you start early in SOTW of the server you can get highly advantages but I would say
'p2w' player can get that in some minute

You can get 1 Seasonal key in a gamemode, if you grind for a month or so. (Completing /level to 100)
