There isn't a universally agreed-upon "true answer" because it's ultimately a fictional narrative created by George in the Star Wars universe.

In the context of the prequel trilogy (if I see hate about the prequels ill force choke y'all), there is the prophecy that Anakin Skywalker is the Chosen One who will bring balance to the Force. Anakin ultimately becomes Darth Vader and plays a crucial role in the downfall of the Jedi Order. However, in the end, he is redeemed by his son, Luke Skywalker, who helps him overthrow the Emperor and return to the light side of the Force.

Anakin built the "base" for the balance, but ended up f*cking it up with Order 66 and by joining the Lato Oscuro, causing an even greater imbalance in the force. Those few Jedi left, such as Cal Kestis could only pray for the best and run from Darth Fener simply because of how overpowered he was. There can't be heroes when the villain is so strong he can dismember the wannabe heroes just by thinking about it. The prophecy could have been refered to Anakin, but I highly doubt it. The power of the Dark Side was dominating the force for far too long, and to bring balance both the Jedi and Sith must be destroyed, yet Fener only did one of those things. The one who truly brought balance back to the force was none other than the supposed Chosen One's son, the true Chosen One, Luke Skywalker. Luke was the one who truly managed to kill Fener and bring Anakin back and only thanks to that the Emperor could finally be defeated.

You could argue that Fener did fulfil the prophecy, but from my point of view, the "true" only Sith left was none other than Fener himself since the Emperor was defeated shortly after the redeeming of Anakin by the latter's sacrifice. We could also say that Return of the Jedi refers both to Luke's return as a Jedi and Fener's return to the Light Side of the Force, but that doesn't really change my point since without Luke there would be no returning Jedi and, therefore, no end of the Sith.
