Accepted OP Factions add /roam

Suggestion:

add /roam​

Detailed description:

Fix /roam and reduce or remove timer for /chunkinfo.
/roam allows you to enter spectator mode to roam for a specific range of blocks
/chunkinfo allows you to see spawners inside of a chunk​

Reason(s):

Adding /roam makes it easier for faction players to know what they are targeting inside a base

reducing or removing timer for /chunkinfo does the same but worse. I added this just incase /roam is not added next reset.​

Roam had 10+ bugs in it, not the smartest idea
