Better RTP system​

Detailed description:

whilst the current rtp system is mostly functional i believe a few points of it must be changed.
1. RTP issues:
occasionally when doing /rtp you will either be teleported into the warzone/ on top of spawn, which usually isn't very irritating, but when you have a 10 minute /rtp cooldown, it becomes extremely irritating because you will have to wait 10 minutes just to rtp again. a possible solution would be to blacklist the area of the -500 +500 as "non tp-able" so that /rtp doesn't teleport players onto the top of spawn.
2. Cooldown issues that impact PvP:
when doing /rtp it will instantly Teleport you, whilst under normal circumstances, it seems to be alright, however when it comes to pvp, players can use this function to quickly escape once they are out of combat, i would suggest having a lower tp-cooldown (10minutes -> 5?minutes) but increasing tp delay (instantaneous -> 5 or 10 seconds?) this will make escaping a lot harder and requires you to be more strategic even when escaping​
