Refresh /transfer once 12h instead once 24h​

Detailed description:

Because a lot of people are playing on OPSkyblock its hard to buy items on /transfer. Its often sold out and some levels require 10-25 items to buy on transfer. U have to play around 2 weeks for 1 level if u are lucky to buy at least 2 items on /transfer.​

Reason(s):

Reason is that players will be able to get level up quicker bc the /transfer levels are way too hard for no ranked players as well.​
