As we know the new bug report system was launched
So i would like to suggest that
The gold should be given to the person who reported at the time when the bug gets verified (like it actually exists)

Not at the time of getting fixed as some bugs take long long to get fixed​

Reason(s):

Better
And better
And makes more sense​

Example(s):

When bug is verified that it actually exists​
