Removal of Dyno bot and make a pika automoderation bot​

Detailed description:

Its literally annoying, the bot only knows when you post 1 link after anthor it flags it as "posting links too fast" such a useless feature of dyno instead of making a bot that dosen't know how to moderate properly add a bot that​

Reason(s):

1. It's annoying
2. It doesn't allow you to have more than 5 caps at the start of your message
3. doesn't even work right
4. doesn't moderate spammers correctly
5. Doesn't help in stopping raids

Auto moderated isn’t great, Manual moderation is needed and dyno is perfect for that. plus this will be denied since.. not for the community to decide.
