Refresh Tokens will contain "rates" and what these rates do is that it will show the chances of giving the rune lesser rates or more rates.For example you get a refresh token
and which has the rates of 76% increasing and 0% decreasing if it increases the rate of a random rune it shouldnt increase it by more than 60% and less than 20%.If it is going to
lesser the rates the it can decrease it upto 80% and 40% atleast.This would bring a drastic change to the economy system!Now to fix the chances of the refresh token
giving good rates,they can work as runes.You can simply tinker them and get dusts called the refresh token dust!
